Help is coming to Puerto Rico in the form of a giant fleet of balloons. Alphabet X’s Project Loon — a former enterprise of Google — was recently issued an “emergency license” by the FCC. The project, which had its first test run in Peru, provides mobile data to rural areas and disaster zones via high-altitude weather balloons.
