Finland's capital city has unveiled an action plan to reach carbon neutrality, accelerating the goal by 15 years. In 2017, Helsinki resolved to switch their target year from 2050 to 2035. In the meantime, they plan to cut greenhouse gas emissions (from 1990 levels) 60 percent by 2030.
